Llanelli Life Science and Wellbeing Village commitment

CARMARTHENSHIRE County Council has ditched Sterling Health Securities Holdings as its development partner for the controversial Wellness Village at Delta Lakes in Llanelli. The Council’s announcement was made in a press release issued after 5 pm on Friday, December 7.
The Council’s move came after a Herald investigation unpicked the relationships between several of the companies concerned in the City Deal – particularly in the Wellness project – and the Welsh Government’s announcement of an independent investigation into due diligence procedures and governance of the project and the City Deal

In a press release, the council has confirmed its absolute commitment to deliver the exciting and innovative Life Science and Wellbeing Village at Delta Lakes, but will now look to deliver the scheme by itself, terminating a formal Collaboration Agreement with Sterling Health Securities Holdings.

The Council has confirmed that it will continue working closely with Hywel Dda Health Board, University Wales Trinity Saint David and Swansea University to deliver the scheme.

The Life Science and Wellbeing Village at Delta Lakes will include an Institute of Life Science, a Community Health Hub, a Wellness Education Centre, a Clinical Delivery Centre and state of the art new leisure centre, as well as assisted living accommodation, a nursing home, business space and a wellness hotel.

Preparatory site work is underway and continuing, and a planning application for the scheme has been submitted.

Earlier this week the Council’s Executive Board approved the business plans for the Village in principle, subject to an external independent legal review commissioned to provide members of the public and stakeholders with reassurance that all due legal process has been properly followed.

Leader of the Council, Cllr Emlyn Dole, said: “The Collaboration Agreement was simply an agreement to work together to develop the various aspects of the Delta Lakes project and draw up a Development Agreement for its delivery.  That Development Agreement has not been agreed and the County Council has concluded that the project can be better delivered in another way.

“No public funding has been committed to the partners, no companies have been established, no shares allocated and no Directors appointed.  There is no liability on the County Council whatsoever at this point.”

Carmarthenshire County Council Chief Executive, Mark James, added: “The Council and its partners remain fully committed to develop the Life Science and Wellbeing Village.  The Council will now finalise the business plan to develop the Village with key partners including the Hywel Dda Health Board and the two Universities.”
