A NEW affordable housing estate planned at a former Llandudno multi-use games area is set to be refused due to flooding fears.
Grwp Cynefin & First Choice Housing Association has applied to Conwy Council’s planning department, seeking permission to erect 29 properties at land near the Ty Hapus Community Resource Centre, at Ffordd Penrhyn.
The plans – which include new vehicular access from Cwm Road, the creation of new internal access road, and parking – are set to be discussed at a planning committee meeting at the council’s Coed Pella HQ.
But planning officers are advising that the committee refuse the application.
The land lies immediately west of Ty Hapus Community Centre off Ffordd Penrhyn and at the junction with Cwm Road near the ASDA supermarket.
The plans for the games area, which was once used by the old John Bright school, include off-street parking provision for a total of 36 spaces.
The homes include apartments, terraces, and semi-detached homes.
Llandudno Town Council welcomed new housing but has recommended refusal due to the cumulative effects of the increased volume of traffic and parking concerns.
A planning report concluded: “Despite the social benefits of the scheme outlined above, officers advise that, as the proposed development is a highly vulnerable development located within Flood Zone 3, that fails to demonstrate that the potential risks and consequences of flooding are manageable, the planning application is recommended for refusal in line with NRW (Natural Resources Wales) advice and the requirements of TAN15.”
The planning committee meeting takes place tomorrow (Wednesday 12 November).
