Denbighshire Council refuses £1m home plan in Dyserth

PLANS to build a detached home in Dyserth – likely to be worth around £1m if it were built – were thrown out by Denbighshire Council at a planning committee meeting.

The application, submitted by Rob Evans, sought permission to construct a large detached house within the garden of 121 Cwm Road, Dyserth – but planning officers warned the committee that the proposal breached countryside development policies.

Local councillor David Williams had called the application in for debate.

But the proposals faced strong pushback from the Clwydian Range and Dee Valley Area of Outstanding Natural Beauty Joint Advisory Committee, suggesting the development was not in line with Denbighshire’s local development plan.

The council’s housing officers said the proposal for a single large open-market dwelling went against policies that only allowed exceptions for homes for people with local connections with affordable dwellings.

Speaking at the planning committee meeting at the council’s Ruthin County Hall HQ today (Wednesday), planning officer Paul Mead explained that the proposed site was outside the settlement boundary but said the applicant could work with the council in future to help provide affordable housing.

He said: “Do you want to try to circumvent your current local development plan policies in relation to affordable housing, to enable a single dwelling to be built on this plot, which could be argued would be worth about £1m, if we are going to be talking facts and figures, in terms of affordable housing and comparisons?

“Or do you want to apply your current local development plan policies and acknowledge the need we have got across the county for affordable housing; acknowledge the need we’ve got within this particular location; and accept that there might be an alternative option for the applicant here to try and work with us on delivering that affordable housing.”

The planning committee voted 17-0 with abstentions against the development.
