End of year performance assessment for Flintshire’s Council Plan

THE COUNCIL Plan 2023/28 was adopted by the Council in June 2023 and is reviewed annually to assess performance against its priorities:

  • Poverty
  • Affordable and Accessible Housing
  • Green Society and Environment
  • Economy
  • Personal and Community Well-being
  • Education and Skills
  • A Well Managed Council

Throughout 2024/25, 99% of the 140 actions are green or amber, meaning they have been completed or achieved satisfactory progress. In terms of its measures, 82% of the 87 measures were on target or were within an acceptable tolerable range.

Councillor Dave Hughes, Leader of the Council said: “I am grateful to the staff who work day in, day out, to deliver the Council’s priorities and make Flintshire a place to be proud of.

“The Council faces challenges, but we will work together with our key stakeholders, communities, staff and Members to overcome.”

Neal Cockerton, Chief Executive Officer said: “Thank you to all staff who have contributed to this, overall good performance outcome. The Council is operating in a challenging environment with escalating budgetary pressures.

“It recognises that to deliver these Corporate Objectives whilst maintaining effective and efficient services, its journey is one of continuous review and change.”

Following a recent Audit Wales review, the Council has undertaken a Mid-Plan Review of the current Council Plan 2023/28 to consider escalating budgetary pressures, and the recommendations from Audit Wales. A new Council Plan 2025-2030 is currently under development and will be shared for consultation in the coming months.
