Plans unveiled for new ‘net zero’ school in Port Talbot

PLANS have been revealed for a new “net zero” school to replace the current Rhosafan Primary School in Sandfields, Port Talbot.

The plans, which have been put forward by consultants at Asbri Planning on behalf of Neath Port Talbot Council, are part of a pre-planning consultation with the local community, before a full planning application can be submitted.

Rhosafan Primary School is located in the Sandfields area of Port Talbot, approximately 500 metres north of Aberavon Beach, within a residential area bordered by homes in all directions.

The proposals put forward in March of 2025, say they would look to demolish the existing primary school and Tir Morfa Centre on the site in order to make way for a new school and sports pitch, along with play facilities, parking, and associated works.

If approved it could eventually cater to 420 pupils aged three to eleven, along with 90 nursery pupils with 12 places for additional learning needs. It would also contain a Welsh immersion unit as well as what is described as a “Winter Garden” to  provide an adaptable learning space for pupils and integrate aspects of “sustainable learning.”

They also add that the new school, based around 2.5 kilometres from Port Talbot town centre, would be designed with a carbon net zero approach and would target “optimal energy efficiency”.

The plans read: “The site accommodates an existing school building, which is planned for demolition as part of the redevelopment. The replacement school will provide modern teaching and learning spaces, sports and play facilities, and community amenities in line with the needs of NPTCBC education Team and stakeholders.

They added: “The new school will be designed and delivered while ensuring that the existing school and community facilities remain operational throughout the construction phase. Once the new school is complete, the existing primary school and training centre/outbuilding will be demolished.”

Asbri Planning has said that anyone who wishes to make representations about the proposed development must do so by email, by April 16, 2025.
