Port Talbot semi-detached home approved for shared living scheme

PROPOSALS for a former residential home in Port Talbot to be turned in to a new house in multiple occupation (HMO) have been approved by Neath Port Talbot Council.

The plans could now see a change of use for a three-bedroom, semi-detached property on the west side of Dyffryn Road, Port Talbot, a largely residential area close to an elevated section of the M4 motorway on the outskirts of the town.

Permission for the housing scheme was granted by Neath Port Talbot Council planning officers as part of their delegated decisions made between December 2025 and January 2026.

The plans said: “The project proposes a total of three bedrooms, with shared kitchen, bathroom and communal facilities.

“The proposal seeks to deliver high-quality, compliant shared living accommodation, enhancing the building’s residential offer while maintaining visual cohesion and neighbourhood character.”

Once in use the site would include one bedroom suitable for either one or two people and two bedrooms that are suitable for one person, with a shared lounge, kitchen and dining space for residents.

It would also include separate storage areas for general waste and recycled waste with dedicated ground floor cycle parking.

A section of the report also noted that the applicants have a service user agreement and company policies which cover unacceptable behaviour such as offensive language, noise and aggression, with a zero tolerance to alcohol or illicit drugs on premises.

It comes just months after a separate application to create a HMO site at a residential property in Neath was rejected by the council’s planning committee following public backlash from residents on Ena Avenue, Neath.
