Major boundary changes proposed for 33 Rhondda Cynon Taf communities

THERE could be changes made to the majority of community boundaries in Rhondda Cynon Taf (RCT).

Proposals going before full council on Wednesday, April 2, include changes to 33 of the 39 communities in RCT.

The council has recommended no boundary changes to Cwmbach, Llwydcoed, Trealaw, Trehafod, Tylorstown, and Ynysybwl and Coed-y-cwm.

A community review of RCT has been carried out and the council says the changes are proposed to “ensure that communities continue to reflect local identities and facilitate effective and convenient local government across the principal council area”.

The council is recommending the same changes are applied to the existing Rhondda Cynon Taf electoral wards.

The council has stated communities should be represented by no less than seven councillors and community council areas should have no fewer than a total of 700 electors (the total of the community wards within that town/community council area).

The council has also said community wards should consist of no less than 250 electors and ratios of councillors to electors are a minimum of 1:500 for urban areas and a minimum of 1:250 for rural/mixed areas.

During the draft consultation period the council received representations from two town and community councils, one county borough councillor, and the Welsh language commissioner.

These submissions were then considered by a cross-party working group.

If approved the proposed changes will go to the Local Democracy Boundary Commission for Wales for consideration as the implementing body for the community review.
