Housing association reapplies for 23 affordable homes in Colwyn Bay

A HOUSING association has reapplied to demolish a former nursing home and build a block of 23 flats in Colwyn Bay.

Wales and West Housing Association has applied to knock down Guys Cliff Care Home at 79-81 Conway Road in Colwyn Bay to build the affordable homes.

The planning application was submitted to Conwy County Council’s planning department this month.

The building was last used as a care home but closed in February 2022 when the former owner retired and has remained vacant since.

An earlier planning application was submitted in January 2024 and resubmitted in April in 2024, but planning officers advised the council’s planning committee to refuse the application, despite the need for affordable housing.

Those plans, officers said, were a concern due to parking provision and the “height, scale, and massing” of the proposed building.

The committee refused the application in July 2024 after receiving more than 80 letters from concerned residents, and a later appeal was “dismissed” in June 2025.

The planning inspectorate cited the effect on the surrounding area in her decision, as the home is sited on the corner junction of Conway Road and Alexandra Road.

But the housing association has returned with a new application for the scheme.

In a planning statement, the housing association said: “At (the) ground floor level (the building) will be provided (with) seven apartments.

“There will be eight further one-bedroom apartments (that) will be provided at first-floor level and a further eight (on the) second floor, with) 23 apartments in total. Each apartment consists of (a) bedroom(s), shower room/WC, and a kitchen-living area.”

The report added: “The proposal is that the existing stone boundary wall will be retained and that the building will be set back beyond this allowing for a landscaped space between and retention of the existing hedge and roadside trees. Within the site, a landscaped courtyard will also be provided between the parking area and the apartments.”

The housing association added that vehicle and cycle storage will be provided on site.

The plans are likely to be discussed at a future planning committee meeting at Conwy County Council’s Coed Pella HQ.
