A DEBATE on a major housing scheme in Penrhyn Bay has been delayed after a council administrative error.
Conwy County Council’s planning committee met yesterday (Wednesday) afternoon to discuss Anwyl Construction’s plans to build 152 homes on 6.6 hectares of land off Derwen Lane.
The plans include 54 affordable homes, a play area, and a new 61-space car park for Ysgol Y Creuddyn.
Planning officers were recommending the project for approval, despite 132 letters of objection from residents.
But head of planning Paula Jones revealed the wrong planning report had been published online, meaning the meeting should be delayed.
“I’d like to advise that the application was subject to a site visit yesterday morning by members of the planning committee,” she said.
“However, there has been an administrative error noted in the planning committee report, and it would appear that unfortunately a draft version of the report was published instead of the fully up-to-date report.
“As a result, advice has been obtained from the council’s monitoring officer, who has advised that the application be deferred to enable a fully up-to-date report to be published in advance of the next meeting.”
She then advised the committee to defer.
Cllr Trystan Lewis proposed the committee defer the application, and this was seconded by Cllr Goronwy Edwards.
The committee voted in favour of putting off the debate before the chairman apologised to the residents in attendance.
The proposed site sits next to existing housing but also borders protected ancient woodland, a special area of conservation, and historic landmarks, including Gloddaeth Hall, a Grade-I listed Building.
Dozens of residents objected to the proposals, citing the overbearing impact, excessive density of dwellings, noise pollution, strain on NHS GPs and dentists, and the impact on Ysgol Glanwydden as reasons they are against the plans.
The application will likely be debated at a future Conwy planning committee at the council’s Coed Pella HQ.
