Council says prosecution sends “clear message” over hygiene and safety concerns
A DOG owner from the Bala area has been fined after allowing their pet into a restricted area and failing to clean up after it, in a case Cyngor Gwynedd says should serve as a warning to others.
The owner was found guilty of permitting their dog to enter a dog exclusion zone and for not removing dog fouling. They were ordered to pay a total of £452.
Cyngor Gwynedd has reminded residents that a Public Space Protection Order (Dog Control) has been in force across the county since 2013. The order makes it an offence to take dogs into designated children’s play areas, school grounds, playing fields and certain beaches between April and September.
The authority confirmed that the dog control orders have now been extended until August 14, 2027.
Under the Anti-social Behaviour, Crime and Policing Act 2014, the council has powers to prosecute anyone who allows their dog to foul public spaces without clearing it up. Offenders can receive fixed penalty notices of £100 or face prosecution with fines of up to £1,000.

Councillor June Jones, Cabinet Member for Street Services, said: “This case sends a clear message that the Council does not tolerate behaviour that compromises the hygiene, safety and enjoyment of our public spaces. We will continue to take enforcement action where required.”
The council said free dog waste bags are available for residents from Siop Gwynedd receptions in Caernarfon, Dolgellau and Pwllheli, as well as from Gwynedd Libraries. Used bags can be disposed of in public litter bins, dog fouling bins or green wheelie bins.
Residents who witness dog fouling incidents are encouraged to report them confidentially so Street Enforcement Wardens can investigate.
Cyngor Gwynedd also warned that contact with dog faeces can, in rare cases, lead to serious illnesses including toxocariasis, which may cause breathing difficulties and blindness.
