Planning approved for next phase of Channel View regeneration in Cardiff

PLANNING approval has been granted for the next phase in a major Cardiff regeneration project.

A decision made by Cardiff Council on March 12 unlocked the delivery of hundreds of new energy-efficient homes to meet local housing needs in Grangetown while supporting existing residents to remain part of the community.

The area of Grangetown being regenerated is the Channel View estate.

The approved plans will see the delivery of 228 new homes across six phases alongside a seventh phase focused on improvements to The Marl public open space.

A new neighbourhood retail unit will also be delivered as part of phase three helping to support local services and activity on the estate.

In December 2021 outline planning permission for the Channel View masterplan was granted.

Phase one of the scheme, delivered by developer Wates Residential, will create 126 new older persons’ flats across two blocks as a direct replacement for the estate’s existing high-rise. The developer is set to also deliver the next two phases of the regeneration.

Block B is scheduled to complete later this year with Block A expected to complete by the end of 2027.

Of the 228 homes approved on March 12 a total of 189 will be affordable homes for council tenants with a further 39 homes available for private sale.

Seventy-five homes will be used to rehouse existing Channel View residents enabling people to remain within their local community while benefiting from new development.

The development will feature a mixture of one-, two-, and three-bedroom flats and two-, three-, and five-bedroom houses.

Cabinet member for housing and communities, Cllr Lynda Thorne, said: “It’s really positive to see the progress being made on phase one at Channel View with high‑quality new homes already taking shape on the estate. As the largest and most holistic estate redevelopment in our housing programme this project is setting a new standard for how we regenerate communities.

“With planning permission granted today for the next phases we can look forward to seeing this transformation continue, delivering more energy-efficient homes, improved public spaces, and long-term benefits for both existing and future residents.”

All flats will have either a private balcony or patio and all blocks of flats over three storeys will be served by lifts.

The scheme will also deliver green infrastructure and community spaces.
