Appeal over farm development near Merthyr Tydfil dismissed

AN APPEAL against refusal of a development at a Merthyr Tydfil farm has been dismissed.

The development relates to Pen-coedcae Farm and was for a rural enterprise temporary dwelling and a general purpose livestock building partly for agricultural use and part with stables for livery and stud services and associated works.

The plans were rejected by the council’s planning committee in February 2025 and the Planning and Environment Decisions Wales (Pedw) has now dismissed an appeal against the decision.

The main issues considered by the inspector included whether the proposal satisfied planning policy requirements in relation to the rural enterprise dwelling and the effect of the proposal on the character and appearance of the area.

L Hughson-Smith, the inspector, said the essential need for a dwelling to accommodate a worker has not been demonstrated the development is not justified.

They also said the proposal would have an unacceptable impact on the character and the appearance of the area and conflicts with council policy which says  new developments will need to be appropriate in its local context .

The inspector refers to policy which says development proposals would be permitted where it can be satisfactorily demonstrated they would not acceptable harm to the character and quality of the landscape setting in RCT.
