Plans approved for new hydrogen facility in Neath Port Talbot

PLANS to build a new hydrogen facility in Neath Port Talbot have been given the go-ahead by the local council.

The approval will allow for the development of a new hydrogen refuelling  station close to the Amazon distribution centre in Crymlyn Burrows within the ’employment area’ that forms part of the Fabian Way Innovation Corridor.

Once completed the station will be expected to fuel a maximum of 38 vehicles per day on the site that includes hydrogen buffer storage, tube trailer loading, HGV, bus and car refuelling dispensers, and a DNO substation.

Once up and running  it will be known as the Swansea Hydrogen Refuelling Station even-though the site lies in the the administrative area of Neath Port Talbot County Borough, around 0.5km away from the village of Jersey Marine.

Plans were submitted to the authority in 2025 by renewable energy developers Marubeni Europower.

The company has become known in the south Wales area in recent years for a planned hydrogen production facility in Brynmenyn, Bridgend.

This project drew huge backlash from members of the public in Bridgend before its approval with fears over its proximity to a nearby housing estate.

The application for the Neath Port Talbot facility says the company would develop the refuelling station with Swansea University in order to support “key government-funded large-scale transportation trials” for both buses and the haulage sector.

The report said: “The proposed development is for hydrogen gas storage and vehicle re-fuelling only – there is no production of hydrogen gas proposed on-site.

“It is intended that the facility will be supplied with hydrogen from various sources including (but not limited to) the University of South Wales (USW) Hydrogen Centre in the nearby Baglan Energy Park.

“It is also anticipated that the HyBont Green Hydrogen production facility proposed at Brynmenyn Industrial Estate, in Bridgend, could also supply the facility.”

The plans were approved by Neath Port Talbot Council planning officers as part of their delegated decisions made between August 14 and November 3, 2025 with work expected to begin no later than five years from the date of the decision.
