Three penalty points endorsed

A MOTORIST has been fined after admitting exceeding a temporary motorway speed restriction.

Lionel Hugh Phillips, 76, of Elm Lodge, Cwmbach, Whitland, appeared before magistrates charged with exceeding a temporary 50mph speed restriction on a motorway, contrary to a Local Traffic Order and section 16(1) of the Road Traffic Regulation Act 1984 and Schedule 2 of the Road Traffic Offenders Act 1988.

The court heard that on June 16, 2025, in the County of South Gloucestershire, he drove a vehicle on the M4 westbound at Junction 19 at a speed of 61mph, exceeding the temporary 50mph restriction imposed under the South Gloucestershire Council (M4 Motorway Junction 18 to 19) Temporary Restriction and Prohibition of Traffic Order 2025.

Phillips entered a guilty plea on February 10, 2026 and was convicted the same day, with the guilty plea taken into account when sentencing.

Magistrates imposed a £73 fine and endorsed his driving licence with three penalty points. He was also ordered to pay a £29 surcharge.
